Fallout saves are in the installation folder:

..\Fallout\DATA\SAVEGAME\

I don't have Fallout on Steam, but they should be in

..\Steam\SteamApps\common\Fallout\DATA\SAVEGAME\

I tried moving those and replacing one of the save slots with my save slot from Steam, as well as just putting all the things in that folder in the other folder, but nothing seems to work...

Where is your Steam installed to? If it's in 'Program Files' then you probably need to look for any current saves inside Windows' virtual folder:

C:\ProgramData\Steam\

I can't find what you're talking about. I found the save file thingies in Steam's data, but I couldn't find program data stuff.

I pasted that exact thing into the bar but it couldn't find it.

I got to here: C:\Program Files (x86)\Steam\steamapps\common\Fallout\DATA\SAVEGAME

and I tried copying all the data from one of the save files to here: C:\FalloutFixtAttempt\Fallout\DATA\SAVEGAME

You are not very clear on exactly how you copied that stuff. It is no good to copy the 'data' to 'SAVEGAME', each save comes in a slot, and you must copy the 'SLOT01', 'SLOT02' etc. folders. The best thing you could do is to go to your Steam... Fallout\DATA\ folder, right click on the 'SAVEGAME' folder and select 'Copy'. Now go to your ..\FixtAttempt\Fallout\DATA\ folder, click anywhere inside and then right click >> Paste. Confirm to override when it asks.

if you use "clear" version of fallout on steam and want port the saves to Fallout with Fixt Mod, so I'm afraid it's not possible cause Fixt version of Fallout made lots of changes to the game and the saves are not compatible. Even saves of different versions of the mod could not work. But anyway address to an official FAQ for the Fixt Mode and look for the save compatibility paragraph.
