is there a way to murder someone (besides overdosing them on super-stimpaks) and get away with it?

for instance, if i kill a squad of cops outside the Hub in order to steal their weapons, all the cops in the Hub itself are automatically hostile if i go there. it seems like if i kill people in the wilderness and leave no witnesses, nobody should be the wiser.

for that matter, how does everyone know im a childkiller? i didnt leave anyone alive in Shady Sands to tell, and the only living witness helped me kill them and is traveling with me.

Its just a karma thing for child killer
Sometimes if you can stealth (And begin combat) and kill someone in a single turn you can end combat safety, but I've never made a habit of killing hub guards.
The karma system in general is more like a gauge of where you are as a human rather than how they perceive you. In Fallout 2 (I forgot if 1 is the same, but I don't think so) Locations can have different feelings about you based on your actions.

Fallout 1 only had one global Karma value IIRC.
