In Fallout Tactics, as I was going through the options menu to tweak my settings, I noticed that the space underneath my cursor's "collision box"(for lack of a better term) was becoming blurry as I passed over it, and especially so when I lingered on anything.
Does anyone have a suggestion on what might be causing this, or already know how to solve it?
I'm running Windows XP, for reference.

This also occurs in game, too. It doesn't seem to be affected by the Hardware/Software cursor toggle, and the color depth doesn't change anything, either.
Yeah, I was having the same issue.

For me, it had to do with my NVIDIA card. I just selected balanced settings and restored it to factory defaults.

So, I would recommend to anyone else having this issue to check your vid card.
