I am new to game moding. I have managed to install NMM and NSVE. However, does GOG require the 4GB patch? It somehow does not work or at least I do not know how to install it.

Also, can we please share the essential NV mods that are easy to install for beginners using GOG? I find it difficult to follow the instructions given on Nexus Mods for each mod for some reason and those on youtube are mostly made for Steam users.

On youtube you find some people using NMM and others using Mod Organizer and then I get confused cause each has a different way of installing mods.

But I still cannot figure out what is up with the 4GB patch. Does GOG New Vegas not need it?

You don't need 4GB patch, but you can still benefit from ENBoost

Sorry, I never use PN in my playthroughs. Nexus modpage and comments section is the fastest way to get a response.
Answer:

Not to intrude, but that might be an error of an incorrectly installed NVSE.

Did you put it in the game folder and not the "data" folder?
You'll need to run the game through NVSE for mods to work and not the default game program.

I don't have Fallout NV installed at the moment, the install path should be similar to Fallout 3.
E.g. C:\Program Files (x86)\GOG Galaxy\Games\Fallout 3, of course in your case the folder will be named Fallout New Vegas.

Edit: Judging by the folder structure Project Nevada is in fomod file. By default, these are installed with Fallout Mod Manager.

Opinion:

Your post makes it sound as if your experience with installing mods is 0, so it would be less overwhelming to take more small steps than a big leap right off the bat.

The mods you've been pointed out to are somewhat complicated to install.
Try going with something easier and less complicated until you're familiar with the game's folder structure.

Nexus Mod Manager should be your go-to tool for most mods (Fallout Mod Manager is more complicated and less beginner-friendly).
Unless the mod comes with options, then you'll have to manually rearrange some files.

I realize that the mod you've found looks really awesome, but the installation process will be complicated as Hell.
In all honesty, it's beyond my ability to pull off much less guide you through it.

I'm not sure how you want to shape your game and I've only ever played about an hour in unmodded Fallout NV.
I'd advise you to try and play an unmodded game for a bit as a test and then try to figure out what you want to change.

I know absolutely nothing about coding or complicated mods.
What I can tell you are the bare basics.

As far as I know, the 4GB patch is used on more powerful computers that have more than 4GB of RAM to run more mods and more demanding ones, so it's not necessary per say.

P.S. In my experience the term "modding" is usually reserved for people who create mods as opposed to people who merely install them. However, people will use the word for both.
