Playing Fallout 1 -- started over before I went further. I'm amazed at how your actions can have so many consequences and change the game world, yet the storyline remains solid. Is Fallout 3 like that?

No, fallout 3 has got only 2 playing choices, good or bad, and if you do alot of bad things the consequences are not that bad.
So in Fallout 3 are there towns where you interact with people -- and side with groups, creating friends or enemies, depending on your choices -- like in Fallout 1?

Essentially you are correct. However, in Fallout 3 the choices are more black and white, good or bad... in Fallout 1 many choices fall in the gray area.

Actually sir, it's not gray, you're right, but it isn't necessarily good or bad. There are at least four different endings
the following link has the endings, so beware of spoilers.
good, bad, coward and corrupt.
