The same situation exists in Xbox app. If it doesn't work on Gog, I won't buy this game. Or if Amazon gives the code again, I won't bother running it.

FO3/NV are very sensitive to GPU drivers.

You could try a newer version, but this was the version I tried when it solved issues for me:

Download dxvk-2.1.tar.gz from https://github.com/doitsujin/dxvk/releases/

Extract d3d9.dll, from the x32 directory, and place in your main FO3/FNV directory where your .exe files are.
