First of all, I must say I've played the first game and did perfectly fine, I did all of the quests and killed the master perfectly fine without even having to resort to rifles or anything better for half of the game because of my terrible ST.

But that, that was like a cheerful ride in the park compared to Fallout 2. I'm still (After 4 days) trying to kill the Rat God and it is inhuman! I got like 40% or 50% chance to hit, but I end up missing sometimes up to 10 hits one after another, and the few ones I do manage to land hit in between 1 and 3 hit points.

Yeah, my build isn't the best suited, having tagged no melee skill, but still my lowest attribute is PE in 5, and I have 10 luck and finesse, which means 20% critical chance (Criticals that hardly ever happen, too). I've tried everything, have been to all the trainers, have done all of the quests, been using "hit n' run" tactics and I'm even playing on the lowest difficulty possible, but still it just seems like I have the most horrible luck in the world. Am I doing something wrong or is the game this insanely hard?

Have you been to the toxic caves yet? Because that's much harder than the rats. :)

What are you using to fight the rat with? Pretty hard to melee alone.
Much easier if you can get Sulik along, easier yet if you also get a pistol or a decent melee weapon.

As a positive, it sort of gets easier when you've cleared that first town. (More stuff and helpers).

Until your character is stronger, you have to kite. Hit the enemy and back off. The idea is to let your opponent waste all his action points by catching you, thus leaving him unable to strike this turn. Now hit him and back off again.

Needless to say, if you're playing a Bruiser or a character with low Agility, this is not an option and you're going to have some trouble.
Save scumming always works in a game like this. Save before the battle and keep reloading until you get a critical hit that will win you the battle. It does get easier later when you obtain some decent gear.
Again, it's probably best to pay the damages to get Sulik along.
Even then it's necessary to make sure to avoid fighting several big rats simultaneously,
but the rat king should be winnable with his help.

Failing that, you can also hike to the next town, do some errands, get an extra helper
and then come back.
I know it is unusual today, but in older RPGs sometimes you just had to recognize when you were outclassed by your opponent and come back to that quest later, when you had more experience, better gear etc.

I always managed to clear the rats right away with my character build (AG, PE) but with a melee build I'm not sure I could do it without doing some more quests first.
