Everything I read says should be around here, but have searched endlessly. What gives?

He's not in the eastern part.

I mis-spoke....Western part....have scoured that area around the gambling place, Flicks, and the gangsters etc. No Citizen of the Den to be found. Even went south where people lived and he wasn't there.

Think have also read that he can be in Eastern area if you don't find him earlier. Is that true?

Finally found him...though oddly, he was suddenly standing right in Rebecca's gambling place. And his title was not "Citizien of the Den". It just said Fred. I certainly don't recall seeing a prior non "addict", so that was perplexing.

One of the links mentions Rebecca.
