Is there something wrong with my game? Sometimes I can't move 3 feet through the world without facing a random encounter. And I'll get two immediately after each other quite often. Getting to Navarro? Impossible. No matter what I do, I run into at least two enclave patrols and always die. You simply can't survive their attacks with no good armor (or even run away for that matter without bonus move perk and luck).

Oh, and to top it off, I used a save editor to:
Raise my luck to 10
Raise my outdoormans skill to 300%
Cheat level 3 bonus move perk so I could run away from enclave

And guess what? I STILL GOT FOUR RANDOM ENCOUNTERS IN A ROW THAT I COULD NOT SKIP! WTF!
I had to literally cheat myself 300 hp to get past the TWO enclave patrols I encountered within 3 feet of each other, AND I STILL ONLY LIVED WITH 1HP!

Is the game trolling me? Seriously? Is there some copy protection being triggered here that I'm not aware of? I'm playing a legit version obtained from GoG...

Like, I could understand if I got caught a few times, but what the f....Fallout 1 had nowhere near this many encounters, and they were at least REASONABLE to survive. In this game there's like 6 deathclaws, or 6 overpowered aliens per encounter, i mean come on

I'd say yeah, there is.
I played it not too long ago and it wasn't like that at all.

How am I supposed to fix it exactly?

No idea. Hope someone with some knowledge on this happens by.
The number of encounters you get in fallout 2 is dependent on the speed of your computer; the faster the computer, the less encounters you get. On the computers around back when fallout was originally released, the rate of encounters was far far higher than what you'd get these days. (one per square was usual on my p166.) sfall includes a patch to make the number of encounters independent of speed. I don't remember if it's on or off by default in the vanilla gog version, but some other mods do turn it on by default. Have you installed any mods?

In any case, if your high rate of encounters is sfall inflicted, you can edit your ddraw.ini to adjust it to your taste.

If you think that "random encounters" happens too often then you can change it:
...\Fallout 2\data\Data\WORLDMAP.txt

Forced=100% ; This shouldn't change
Frequent=85% ; Was 9/3d6
Common=85% ; Was 8/3d6
Uncommon=85% ; Was 6/3d6
Rare=85% ; Was 5/3d6
None=0% ; This shouldn't change

I had very few encounter so I've "rise it up". You can divide default "percents" by e.g. 2 to have half of initial state.

I don't have that file anywhere, nor even a folder named "data" under \data.

But even if I change this, why is my outdoorsman skill not working correctly? I looked on the wiki and it caps at a 95% chance to avoid (and give you a prompt asking if you want to participate), but it simply didn't work at all as intended. Of the like 12 random encounters I had after raising my skill to 300%, I was only asked about skipping two...

I don't know. Maybe it's caused by mods? I don't remember when I played Fo2 without mods.

Did you installed latest Killap's patch?
http://www.killap.net/

IMHO you should install whole "Restoration Project"... if you didn't yet. Make clean install of the game and then Fo2RP2.1.2b - it'll fix a lot of bugs and will add new content ("not-finished-by-devs").

EDIT: Saves will (probably) not work after patching/modding...

Ill try the unofficial patch, thanks. I haven't used any mods thus far.
