I've been playing Fallout for a while, and have a question concerning party members.
Specfically, I have given Ian a 10mm SMG given he said he was good with such things. However he uses the burst fire somewhat freely which was previously an inconvenience as it wasted a lot of ammo, but it has caused the death of Dogmeat and significant damage to myself.
Naturally I rolled back the saved game, but is there a way to curtail or otherwise control the degree to which Ian will use his burst?

No. But you may want to check out the NPC mod which gives you more customizability over your NPC's. It won't tell them what mode to use on their guns, but you can tell them to wear their best armor, use their best weapons, etc.. and they level up too!
to use it you'll need this
and here's the npc mod

Hmm... interesting. I may have a look.
Can I use it with my exisitng saves or will I need to start over?

you will need to start over. What I did, was I backed up my current fallout directory and applied the mods to that.
