I;m having a strange issue while traveling along the world map my movment speed is fine but every couple of second the game acts as though theirs a random encounter and places me within the a terrain except that theres nothing there. I'm running killaps unnoficial patch 1.02.25 along with killaps restoration mod. Any one have an idea what it is.

Killap's patch had the worldmap values wrong the last time I played Fallout 2. I imagine this would be corrected with the next update but maybe not. Anyway this can be changed simply by editing the worldmap.txt file inside the /fallout/data/date folder and modify those values:
Forced=100%
Frequent=38%
Common=22%
Uncommon=12%
Rare=4%
None=0%
Note that some may already have the correct values.
By the way, the restoration patch already contains the unofficial patch, so you can install only one.

After unistalling killaps restoration project I'm no longer having this issue thanks for the help
