recruited ian and have been fighting with him for awhile now -- moles (?), coyotes, junktown plotters, etc. he seems to have lost his gun or run out of ammo because he's fistfighting now -- can i equip him from my inventory (have lots of guns and ammo from corpses)?

If you wish to supply Ian, or any other companion with your own ammunition simply enter conversation with him and enter bartering mode. Give him anything you need to via this. If you want to take it back from him later, you will have to pickpocket him, though there are no consequences for doing so.

If he has weapons and ammunition and he is still fighting with his fists, talk to him and tell him to equip his best weapon in the next fight, and he should do so. I would strongly advise giving him a knife too, so he'd revert to that if he runs out of ammo instead of his fists.

The Stealing skill works for this in both ways, either for stealing or planting. While the game reports it as theft, you don't gain experience as if it were a normal theft, and he never attacks you for it.
So while you can give items in the Bartering window, I usually just Plant them with the Stealing skill. Your mileage may vary.
It does indeed work both ways, however it is worth noting that by using Barter you can bypass the support character's encumbrance.
