I can't get the dialogue option from Frankie in "The Hole" in The Den to start the "Destroy Becky's Still" quest.
I'm able to buy drinks from Becky and talk to her about her family name and am able to pick the lock of the door to go downstairs to see the still... but I can't get Frankie to actually give me the option to start the quest.
Is there a minimum Speech skill, Perception or Intelligence needed to start this quest? I'm playing with a standard, unmodified Mingan character.
Thanks

You need to ask for a drink, he will tell you the price, then you'll have a option to say "Why Becky's booze is much cheaper than yours" or something like that, he will give you a quest you need to do before "Destroy Becky's Still".

I tried that. I get the options, paraphrased: -Ok -That's too much -No way I'm out of here...

Try the "That's too much" option.

I tried that too... I just get "Oh Yeah! What are you going to do about it?"... and then he gets mad and attacks...

Okay, I just finished the quest, this is how you do it:

1 - Talk with Becky and select "I need a drink.". Close dialog window (no, you don't have to buy a drink, you just need to know the price).

2 - Talk with Frankie and (if you never talked with him before) select "I hear ya.". Select "Whiskey.". Select "Why does your whiskey cost so much more than Beckys?". Select "I could find out.". Select "Ok, I'll find out.".

3 - Find Becky's still, and click on it (with arrow). A message will appear.

4 - Talk with Frankie and select "She has a still.". Select "Ok, I'll destroy it.".

SKIP THIS IF YOU ALREADY HAVE A CROWBAR-> 5 - Search in the bookcase.

6 - Go to Becky's still, and select backpack icon, use your crowbar.

7 - Talk with Frankie and select "Yes, it is is.". You can finish dialog in three ways:

Reward:700 XP
8a - "Nice doing business with you."
8b - "Thanks, bye."

Reward:700+900 XP
8c - "You know, Frankie, she's just going to build another one." "Why fight her, Frankie? Join her." "Buy liquor from her. It's cheaper than New Reno's, so you'll make more money, too." "Bye."

Becky will accuse you of destroying her still, even if you didn't. Yes, this is a bug, so before doing this quest, work for Becky, otherwise you'll miss XP. < I don't know if this was fixed in killap's patch.

I attached images, to make things clearer. Just click in the words if you want to see.

I have already done that. I have tried following those steps... it didn't work.
Is there a minimum speech check/ charisma score/ intelligence/ karma/ or order that things must be done (outside of what's seen in the walkthrough) that I'm missing?

Can you upload your save somewhere (4shared for example) ? I can use a editor in your save files to force the quest to be marked in your pipboy.

I never had problems to finish this quest.
Are you playing Fallout 2 v1.0?

I'm using what I assume is the latest version from GOG... how do I check versioning?

Do you think this is related to why Vic never attacks anyone... and isn't ever attacked either? He kinda just stands there and no one bothers him during a fight.
I'd highly recommend installing Killap's Fallout 2 patch (but not restoration project on the first run).
It has 10 yrs worth of bug fixing, not included in GOG version because it's fan work.

Also, starting over because Vic should attack when you do. And he's a pretty good shot.

That patch was automatically included in the GOG version of the game.
I'm not entirely sure what to do about Vic... I mean I guess I could replay through The Den...
