So I've just started playing fallout 2 again. I've been coasting along with no problems at all until I came to gecko.
I just got the hy-mod and I'm about to go inside the reactor when I'm attacked by a ghoul for no reason at all.
I tried reloading from a saved game but as soon walk up to the reactor the same ghoul attacks me once again.
So I tried to leave the town and come back but before I reach the exit another ghoul attacks me, again for no reason. Oh, and as soon as a ghoul attacks the entire population turns hostile.
So, is anything I can do? I've never had this problem before, and I really don't want to start over because of this.

I'm not sure if there's anything you can do, it is a known bug in FO2 that some ghouls in Gecko just randomly turns hostile. What version are you using? The unofficial patch is highly recommended, although installing it will break your saved games.
From Per Jorner's FO2 Guide:
Well, it was a little more dangerous in v1.0 because of a bug that would make some ghouls attack you unprovoked, ruining your chances of finishing quests in Gecko. Jeremy Lowe: "There are three (in my experience) who do this: one of the ghouls in the first shack on the right as you enter the junkyard; a ghoul lurking behind the Harp bar (makes it very tricky to get into the plant); and a ghoul guard in the power plant - he's the one in the long corridor beside the entrance to the reactor core proper." Tim Weber chips in: "I don't know about the first two ghouls, but the last one, near the reactor core, will always attack me whenever I contact the Enclave on the computer. Other than that he just leaves me alone. (Unless of course I cause a meltdown, but that's hardly surprising.)" When I tested it myself the two nameless glowing ones in the reactor building would enter combat, and also the guard in the long corridor if I did the Enclave thing. The bug is caused by incorrect variable assignment, so there's no telling what will set off any particular ghoul.

It appears you're playing the 1.0 version and not the 1.02D version that's available on GOG.
You can find a patch here (use at your own risk) or search for one yourself.
1 of the fixes of that patch: Ghouls in Gecko will not randomly shoot at you.

I don't reccomend you to play unpatched Fallout 2, you may find several bugs :/
* killap's unofficial patch - If you just want to fix the bugs.
* killap's Restoration Project (unofficial patch already included, don't install the two) - If you want to fix the bugs, AND new content (things that would be included in the game, but weren't included for some reason - lack of time, for example).
