I am using Vista and just installed Fallout 1. The desktop icon is a man's face and has nothing to do with Fallout :)
So like... who is this guy? Good job on getting your face on people's PCs :)

This is actually normal and there are some fixes suggested here:

It's Tim Cain, Fallout lead designer/programmer.
Feel free to refer to him as "God".

But it does have a lot to do with Fallout. He's Tim Cain, one of the main creators of the series.
