I had the speech (language-translating) module on myself when I entered the u-boot, but it had no relation to the quest.
To unlock the u-boot, the quickest way is to access the computer underneath the deck (where the gentle ghouls are) - to get there you must pick up the security card (should be somewhere the same deck, mentioned above), and after hacking the computer, out of the few options select "disable / delete AI entity" (simply kill the virtual entity that was kind of harassing the ghouls, the dead mate one included)
They will thank you and the u-boot will be unlocked.
BTW, I even tried to answer "aber ich sprich Detush", but the quest/story did not react at all, so it was a dead end, probably just like the speech module.
BTW2, there were more sectors locked, but I could not locate more security cards... not sure if quest is WIP or just simply broken.
Hence :
1) find security card
2) unlock the power generator room
3) kick off the stuck generator to get power to the PC
4) hack the computer and delete the pure AI (just like bill gates the ugly mass murderer killed Tay)
