This game is playable for me but frame skipping is a problem. At 60 FPS it seems that the game is skipping one or two frames out of every 60.

Is everyone else seeing this too? I've tinkered with every in-game and GPU setting I can think of to try and fix it, but nothing has worked.

I don't know if your problem is the same as mine but I can only get stable framerates when my controller is unplugged.

Thanks, I tried that. Actually if the game is set to Windows 95 compatibility mode I can leave the conroller plugged in without additional problems.

But the issue I'm talking about is different. The game is playable but are these skipped frames that causes the game to look stuttery when the screen is scrolling (especially horizontal scrolling). It's not a "frame rate" issue just a stutter issue.

Try to enforce Vsync from the game or your drivers.

Thanks for the suggestion but that was one of the first things I've tried, along with other GPU settings like maximum prerendered frames and frame rate limiting. I even have a G-sync monitor but it's still a problem.
