Some of the 2D cutscenes seem to be really jerky, and only some of them.
At this point only the first and the one where you find the frozen woman seem to be affected (note that this is the latest one I got, I haven't played further yet).
The dialogues play fine and the audio seems to be in sinc, it's just that panning motions aren't smooth at all unlike in the other 2D cutscenes I've seen thus far.

I play with vsync off and uncapped frames in DX11.

CPU Ryzen 5800x
GPU AMD 6650 XT 8gb
RAM 32gb DDR3

Everything else seems to work beautifully.

I replayed one of the problematic cutscenes after updating the drivers and now it playes fine (before they acted in the same weird way even replayed from the menu).
It might be a coincidence but it's more likely the old AMD drivers had some bug with the cutscenes that got corrected with the latest update.
I'll post here if the issue manifests again.
I still occasionally get this problem while progressing to the story, there doesn't seem to be a cause I can discern.
Sometimes it manifests when I hit a cutscene after playing for a while, sometimes when I go straight to a story mission and get to the cutscene in a few minutes.

I tried putting a frame limit (75) and vsync but that doesn't seem to be doing anything.
