I recently downloaded the 5,000 pop cap limit and was told to insert the file into \Sierra\Empire Earth\Data\db
but it appears the GOG version has no such file. Does anyone here have a fix for or alternative to raise the pop cap?

you can use the offline backup version of the game to run the mod because that's how i use it
