Quick Steps:

1) Go to the Video Settings Tab under the "Configuration" button
2) Change your 3D acceleration option from "Direct3D" to "Direct3d Hardware TnL" or viceversa.
3) Click Apply.
4) Check the mouse cursor. Is it still glitching?
Yes: Change the option back to "Direct3D" or "Direct3D Hardware TnL" and click Apply. (If it stills glitches after that try changing the option and clicking apply a couple of times more)
No: You are done

Symptoms:

The mouse cursor is weird and glitchy and then you are not able to build buildings properly in the game among other stuff that renders the game unplayable (It also freezes after a while).

PD:

I've seen lots and lots of comments about Empire Earth not working on Windows 10. I've installed the game on 8 different computers all running Windows 10 and I haven't failed in any of them. One of them was a notebook with an Integrated Intel HD Graphics (I've read that these are not supported but this worked without any problems)
In some of them the game ran fine after installation. In many others the glitch was present and was fixed after changing the 3D Acceleration Option Once. In the other ones I had to do it 2 times. In all cases it's IRRELEVANT IN WHICH OPTION YOU STAY. This is not a problem with the 3D Acceleration Feature perse. The only thing changing the option does is like reload the game graphics. It can also happen when you change the resolution option and start a game. In any case the glitch might reappear if you change the resolution or 3D acceleration option again. If this happens just do this again and you will be good to go. Feel free to change the 3D Acceleration option back to your original setting after you've fixed the bug.

More Problems?:

-) If game units attack insanely fast try setting the game under Windows 8 compatibility mode.
-) If when in a game you have the screen zoomed in a corner then you have changed Windows 10 "Scale and Distribution" option (Size of icons, etc). You need to set it back to 100% to play this game.

I really hope this fixes your problem. More people has to play this awesome game!

That's true. I heard from the NeoEE developer that Intel actually listened to SaveEE community reports on Intel's forum and updated drivers to resolve most of issues. It was already done in 2016 or earlier.

Nice finding, however I think it could be also done by Properties Menu:
- Change high DPI settings
- Override high DPI scaling behavior. Scaling performed by: Application.
