Have you already checked GOG's general tips for crashing? There are several things you can try:

Hi,
I probably managed to find a solution for those trying to start the Empire Earth (without the expansion) but it crashes with the following exception:
Fault Module Name: Empire Earth.exe
...
Exception Code: c0000005
Exception Data: 00000008
You need to patch the "Empire Earth.exe" at offset 0x0000019f from 0xc0 to 0xe0 (as shown in attached image).
