I couldn't reproduce your problem.

Since July 2025, in Unofficial Patch 1.6 you can change the default Documents or AppData folder location that EE2 uses: https://ee2.eu/help/#folderslocation

This should help with your issue, where access to some folders is restricted on your system.

Game settings are stored in AppData, so you'd need to use a different folder for it.
