I've just started playing this game, so I've been running through the tutorials. On about the fourth tutorial (where you start interacting/trading with other cities) for some reason, most of my houses start losing access to musicians. I didn't know what was happening, so let it go for approx 6 months in game time. In which time my houses devovled. Then suddenly they started getting access to musicians again for some reason - not sure why - and they evovled again. Then about a year in game time later, they mysteriously stop visiting the houses again and they've started devolving again.

Has anyone else come accross this or can offer any sort of explanation or solution to this? Please have a look at the screenshot of my city layout if that helps you get an idea of what's going on.

The entertainer that spreads access to musicians is not entering your housing block, because your market square has no real access to the block. Design your block better so that the Market Square cannot send roaming walkers away from your housing areas. This is obviously a tutorial mission, but you can't design blocks in that manner as it has an intersection that your market square can just use to avoid your housing.

I recommend checking out youtube videos of emperor housing blocks or let's plays people have done to see how to do a good housing block that doesn't allow for that kind of wandering. :)

Drop a road block on the lower left hand road. The musicians are likely wasting their time headed south west instead of up to the housing loop. That should resolve the immediate issue.

The slightly confusing thing for me was the school itself does not produce the walkers, but rather the market. So the school doesnt need to be in your loop as it is, its not helping you any. Basically the school creates the direct walker to go to the market then the marker creates the roaming walker that will supply your houses. So you would devolve when random chance had them headed south west more than into your loop.
