There are several things to check for:

1. Are multiple types of food being stored at the same Mill? For the market buyer to collect Plain Food, at least two different types must be in the Mill by the time she gets there. Make sure your Mill is accepting/getting those different food types.

2. What are your market square's food settings? If your aim is Plain Food, try toggling both "minimum quality" and "desired quality" to Plain Food. If both are set to "Bland Food", I think the buyer will only collect a single food type.

Okay i just tried the Mill and for some reason all of my mills had the setting of just 8 as standart i put them all at 32 and put a new marketplace and it seemed to solve it.

At first i did the minimum quality setting, but once it was out of food the market didn't stock so the houses de-evolved and i had to put it back to bland.

A bit annoying that you have to manually put the mills at 32, but it did the trick. Thanks for your help
this can also happen when they are full of food so they cant go get more until they distribute everything. its happened a few times in my games where they would fill up one a lower grade food and couldnt get more.
