Everytime I try running the game I keep getting the Runtime Error. I've reinstalled the game multiple time and have updated both my driver and C++. Is there anything else I can try to fix this problem? It has happened before, and it worked but now it won't play anymore.

Hi Has this been fixed? I'm having the same issue
Hi, I just solved the problem and I hope it'll be helpful to you.
Try download and install the game with the gog downloader instead of the gog galaxy and run the game. DO NOT run the game from gog galaxy. DO NOT synchronize your data through gog galaxy, that will crash the game again. If you have local data, just copy your local data in the 'SAVE' folder to the 'SAVE' directory of your new installation, but remember DO NOT copy the 'ImperialRecord.imr' to your new installation, I think that's the reason why the game crashes.
