They like to make enemies be as strong as they're supposed to be without fixating on leveling them with the player. Although, Elex/Elex2 does do that, they at least try to retain the sense that it's a world of creatures that are both stronger and weaker, and the stronger ones can't be dealt with right away, so you have to evade them until you can kill them. Pirahnabytes retains this greater realism in their games way better than Bethesda does. Although, Skyrim does a decent job of this with several of their overworld creatures like giants, wisps, and trolls.

Of course, I'm speaking from the perspective of one who religiously plays only the hardest difficulty in games like these. For me, this realism is better maintained just because the game is generally harder. Of course, that also results in immersion-breaking strength and prowess out of enemies that realistically should be weak and pathetic. However, I find that easier to ignore than when I kill an enemy that should easily wipe the floor with my blood.
