So, I guess Bloody Baxter is not an NPC that is easy to find or maybe even exists in the game world. However, there is reason to consider that Reaver Captain is Bloody Baxter.
I ran upon a group of reavers in some ruined our-day buildings, NOT in the desert, not in a snowy area, and I think not in Ignadon either. The name of one of them was Reaver Captain, and another was Undercover Reaver. Well, if you kill them, one or two have notes on their bodies. One of the notes says that Baxter was right, that what they were doing was really profitable for them. It's feasible to think he's talking about their leader, presumably Reaver Captain.
When you read the notes, it talks about how the plan was to kill a trader, disguise one of them as a trader, the Undercover Reaver obviously, and he would greet the other traders that came to that area and bring then into an ambush where the other Reavers would kill them and take their stuff.
Reaver Captain was a tough character, like what you get from the Outlaw leaders if you fight them. If I remember correctly, Reaver Captain also appeared to have on armor similar to that of the old guy you fight in the arena. He was by far stronger than that guy though. He wasn't nearly as strong as the Duke though. He was more like the strength of one of the Duke's guards. Maybe a little less than that. Those guys aren't weak. I don't think there are any other reavers called Reaver Captain. Also, we know due to something I can't remember and the Claws quests that the Outlaws that are hiding or protecting something are often found surrounded by reavers. So, Reaver Captain could be Bloody Baxter having disguised and anonymized himself so that the Duke doesn't find him. So, you know anyone who sees him knows him as only some random Captain among reavers.
