I tried to install the mod

but right now it's not compatible (it say "One or more addresses could not be retrieved rom the address library the last bad id was: '400159'"

I would like to get 75 fps like my screen refresh rate. Is there any good alternative?

Screen refreshrate is in hz. Not FPS. FPS are NOT related to frequency.

For mods you need most up-to-date mod-organizers\launchers, they are updated recently. Some of them at least. GOG in announce and on store page advise which ones are 100 compatible jsut at release.
At other side, mod itself have own mod-plugins requirements. Most mods should work now for GOG, some probably can be incompatible doe to mod excessive requirements.

Some mods is only for Steam SE related issues and not for last steam version and not needed for GOG AE version.

Remove game folder from C:\Users\. Restart it again to generate new folder. Sometimes this can solve some issues.

I know that screen refresh is in hz but of course if you got a 75 hz screen the ideal situation is to reach 75 fps on the game to avoid tearing and stuttering and get the best smoothness.

Also the mod is not compatible, that's why I asked if there is an alternative to unlock the fps. that's not a problem with mod-organizes/launcher (I installed everything manually and I don't need to remove any Users folder... by the way that's a terrible suggestion, since you got a lot in the C:\Users, not just skyrim).
There is even an error message for that mod.
I prefer less-possible mods game-play-ing - most possible clear versions (yes, TES games without mods - just ENB+reshade). So i can advise only general solutions.

Yes I too prefer to not mess around with mods too much but I think fps unlock mods are a way to enjoy it a little more without changing the gameplay at all.
And pcgamingwiki was the solution...
I added to Skyrim.ini in C:\Users\[username]\Documents\My Games\Skyrim Special Edition GOG
bLockFrameRate=0
under [Display]

and
[HAVOK]
fMaxTime=0.0133

And I avoided to touch the
iVSyncPresentInterval in the SkyrimPrefs.ini (that what I was doing wrong before, and pcgamingwiki helped).

Of course since this fix can still go wrong for some part of the game if the SSE Display Tweaks will be updated for the gog version I will use that, but this ini fix is still good.
SSE Display Tweaks has been updated (October 4th), and it looks like they now support GOG version as well.
That was quick.
