Is it normal having "installed content" missing on the system menu if we launch the game with SKSE?

SkyUI, the mod that adds the "mod configuration" (MCM) - kind of overrides "installed content" entry.
It last update was in October 2017, it was never updated to acknowledge "installed content" that was added quite recently in September 2022 update.

Ah, I see. I had no idea why is that before. I only use SKSE just using SkyUI. It's a shame though. I like being able to see my CC contents without going out of game. Now I just want to stick to vanilla with only bug fixes mods. Anyway, thanks for the reply, friend!
