I changed the ivysync or something from zero to one and back (or whatever), nothing changed. I made sure the nvidia drivers have vysync off, then on, then off.
I made sure the framerate on nvidia was not something stupid like locked at 30.

Skyrim (the GOG version) is still at about 30 fps.

Any ideas?


EDIT: Well this is embarrassing, funny and sad.

The game is not locked at 30 fps if I unlock the vysync of the game. But it remains at 30. Reason being, my computer can't handle the ultra settings at higher framerate at 1080p. Even at high is between 40 and 50ish. At low is 60 fine.
So it looks two things. First, I am going to play at medium or high. Second, my computer keeps sucking.

To be fair, my desktop never had an issue with the game, but it's long dead now. I never played this version on my laptop so I had no idea it wouldn't be able to handle it better.

Oh well. Life continues to suck lol.
