I'm not sure this is correct.
I don't have Skyrim on GOG, but I have other games GOG offers mods for. And I can download these mods from GOG, without going to the mod's website (directly or indirectly). These downloads are available for classic GOG players and for Galaxy installations.
There is another issue though. At least for the mods I checked, you have to download and install game + mod together (standalone).
This is fine, if you don't want to download the game separately, or don't have it installed already, but if it's installed already, you have to download it again, integrated with the mod. The advantage of this approach is, obviously, that you can trust the integrated installation to work - otherwise there is the risk that adding the mod to an existing installation may not work (for example, due to incompatible (user-edited) settings or incompatible (user-installed) other mods.
And if you want to use additional Skyrim mods, it's entirely your responsibility to install and activate them, and make sure they are compatible with Skyblivion. And to re-install them when Skyblivion gets an update, or to make sure that they still work when Skyblivion is updated in Galaxy.
Of course, you can still download the mod directly (not from GOG) - but then you don't have to register it on GOG, and you have to install or activate it yourself.
There are two other issues with Skyblivion:
- It's not yet available (and there is no reliable release date - to my knowledge).
- It's not Oblivion, but a Skyrim mod using Oblivion assets (not only the UI, the game mechanics are Skyrim's too - again, as far as I know), similar to the Enderal total conversion. If this is what you want, fine.
And, last but not least: Although GOG doesn't mention it (yet), I'm pretty sure you need Oblivion (+ DLCs, I suppose), too. I can't say if it has to be from GOG, but I don't think the Oblivion assets Skyblivion uses are included or fall from heaven.
