I have a laptop that should be able to run circles around this game (DOOM on high 60+fps) yet the character creation menu and the jail at the start of the game get sub 10fps. Wheather it's on high or even very low graphics settings. I've tried a few different resolutions for minimal change. Compatibility mode on the .exe for 98, XP, and 7. Had a range of mods installed including the unofficial patches (had them all installed first so thought it was a mod but have seen found even with a clean install this terrible perforamce is happening. Haven't been able to find any posts quite fitting my isses. Any help would be appreciated.

64bit Windows 10, GeForce GTX 1060, 16gigs of ram, and an i7

If you haven't yet installed DirectX 9.0C, I would try doing that.
Go here https://www.microsoft.com/en-us/download/details.aspx?id=8109
Download the runtimes to a temporary folder on your desktop & run DXSETUP.exe
Once it says installation complete (see pic) you can delete the folder from your desktop.
And don't worry, it won't effect your newer DirectX files.
