What exactly do you mean by "corrupt"?
It may or may not apply to your case: Sometimes savegames don't load because of a mismatch between the Oblivion configuration (mods, OBSE, ...) at the time the game was saved and at the time you were attempting to load it.
There are various other reasons for individual savegames to become corrupted, and sometimes there are solutions, too, but it depends on the circumstances.
That ALL savegames are corrupted points to a reason which has nothing to do with the individual savegames though. Again, without more details there is very little to be done.

And please explain your last sentence: Are you saying that you completely un- and reinstalled Oblivion, started a new game (without installing anything else), saved it, and were unable this savegame?

You still haven't said what you mean by "corrupt". You select a savegame, click load - and then what?

When you mention cloud saves, it means you're using Galaxy. Unfortunately, I can't help you with this,- I don't use it.
You could uninstall Oblivion again, download and install the original non-Galaxy version, and then try again. I have the strong feeling that saving might work then.
when I try to load it says cant load savegame corrupt. Ill try using non galaxy version when I get done working tonight.
If you receive an error message saying "corrupt", the the savegame is very likely really corrupt, and it could be a real Oblivion problem (not Galaxy, or cloud saving). I've never seen this happening myself, but I read that this does happen.
To convince yourself, please create a new game in a new Oblivion installation (no mod, no unofficial patch, no OBSE, ...), and save it as soon as possible. Then exit Oblivion, relaunch Oblivion, and load the savegame you just created.

If you get the error message again (it would be untypical so early in the game, but if it happens, it happens), you can try to search the internet for solutions ("oblivion savegame corrupt" or similar - there are several entries), perhaps something helps (for example, renaming .bak to .ess in the savegame folder, or disabling autosave, at least when resting, ...).

On the other hand, if you can load the savegame, then you can continue playing (and probably go back to Galaxy, if you want) - I recommend to save often. Savegame corruptions are reported in association with certain places or objects, or with mod conflicts, or with memory-related issues, hard to predict.

Good luck!

My two cents: Installing from the offline installers sounds like a good idea. And I'd try and start from a Windows account that never has seen Oblivion before, just to be sure that there aren't any leftovers from a previous installation somewhere buried in the user's AppData or so. Also, Oblivion's quicksave and quickload functions aren't reliable; users are advised to save solely from the in-game menu, and to load only after restarting the program.
My laptop manufacturer updated bios and Oblivion started working. thanks for all your help
nevermind still not workuing

Oh. ): You might try to load a savegame from another player (there is a mod-free one on nexusmods.com, which I use sometimes when I want to check something out). This way you would at least learn whether the problem is on the save side or the load side.
changed user account control settings and it is working again with mads and script extender
also updated firewall
