PROBLEM SOLVED!!!
I have Oblivion GOTY: Deluxe edition. I bought it on GOG. It is version 1.2.0416.
I have installed the Unofficial Oblivion Patch correctly, but the paint brushes were still floating likely due to a timestamp issue.

Assuming the files are in the correct places in their correct states, there's a few possibilities as to why the game wouldn't load them.
The time stamps on the BSAs were the issue - Oblivion will ignore the loose paintbrush mesh files if they're "older" than the archives which contain the "official" (bugged) copies. Normally, Oblivion.bsa should be dated 2006, whereas the loose NIFs would be 2008 - I'm thinking the GOG installer might've just dated all the BSAs as 2018.
There are a number of tools which can deal with this, if that's the case. Using Oblivion Mod Manager: Try Utilities => Archive Invalidation => Reset BSA Timestamps.
