I have used LOOT to generate plugin.txt my mods that I have manually installed but skyrim just seems to be ignoring the plugins file. No errors, the game plays fine but no mods. They are not listed in installed content, and I am pretty sure the ordinator mods is supposed to overhaul perk tree but the perk tree is just vanilla. SKSE(script extender) runs fine with no errors thrown.

I am running using lutris on linux btw.

Not plugin, but plugins.txt and should be in this folder:
skyrim/drive_c/users/username/AppData/Local/Skyrim Special Edition GOG

and inside look like this:

*CBCraftableRobes - No requirements addon.esp
*Cloaks - Dawnguard.esp
Cloaks - USSEP Patch.esp
*BetterCloaks-WarmthAndArmor.esp

Whithout "*" plugin is off.
