I'm currently involved in this quest and can't seem to progress. I know 3 out of 4 of the names of the people involved but I can't interact with any of them whatsoever after I've found them. The letter I received pointed me to a lady in a bookstore, and I can examine her which confirms it's the right person, but I can't speak, pickpocket, etc anything with them. This is the same for the other two people. Is this just hopelessly bugged? I guess I'll just live with the negative reputation if so.

Have you consulted the Elder Scrolls wiki?

They've got step-by-step information on this quest, as well as bugs and troubleshooting. I'll be honest, when I came upon this quest, I just loaded a save file because I didn't want to deal with it for what I considered a meager reward.

Yeah, I ended up just failing the quest I guess, because the info disappeared from my Log eventually. Strange how it decreases your reputation by so much, but at least there's plenty of other regions to hang out in.

The quest is horribly awful. The informant you are supposed to meet is in the wrong building. The one you are told to go to isnt there. Even with all the fixes to this quest, that still doesnt work like it was originally intended.
