I have tired a number of the oslutions, including changing the ini.prefersence file.Nothing seems to work to get Skyrim to run full screen. Any solutions?

As far as I'm aware Skyrim should auto-detect on first launch and default to best settings suited to your system in fullscreen mode. I saw you said something about changing settings in .ini files. Unless you have a somewhat weird resolution or Skyrim hasn't detected it correctly you should still be able to change settings from the launcher. I'm saying this just in case you are launching Skyrim via SKSE or directly from SkyrimSE. In this case go to game folder and use SkyrimSELauncher.exe and go to options there. If you have by any chance 'Windowed Mode' and/or 'Borderless' active untick them and Skyrim should run in fullscreen.

Tried that; did not work.
It went full screen but then it got totuck on a screen with the skyrim draggon symbol but no menu to get into the game.
