I dont think anyone could answer that question really

The best thing to do is look at the recommended spec the game was written for and then gauge the difference to your current processor

I mean who can really say "yeah set it at game speed 6" when no one can say what 6 is
I dont think also the game has a % indicator such as 100% 120% etc etc, although DOSBOX may have something in its cfg file

If you are meaning mouse scroll speed, I had this problem too, and the fix is the same as it is for Masters of Orion 2. Go into the dosbox file, in this case dosboxDK.conf and lower the sensitivity. If you have a high end system, as well as a high DPI gaming mouse that is cranked up, I have found preferences vary between 35-50 depending on the person and the game. This fixed the jittery scrolling, in this as well as in MOO2.

(I know, it's crazy that this thing is actually starting to get useful)
Yeah, I had the same issue - at least, the mouse being overreactive, not the gameplay speed.

The in-game setting for Mouse Sensitivity doesn't work, you have to edit it in the dosboxDK.conf file.
