This patch adds crew for young, random races, balances a bunch of things better, fixes blinking on system map, adds more race story chunks, adds more icons, and fixes several more minor issues.

* now can find crew from young, random races
* increased military win reward from rare to elite component (Diablo_68)
* fixed blinking on system map sometimes
* trying to enhance a component with a slot is now significantly cheaper, now 0.2 + 0.2/rarity instead of 1.0 + 0.25/rarity (Diablo_68)
* increased ship & planet health in ultimate difficulty level quite a bit
* now races will emerge into sector if they destroy another race
* decreased damage player takes during collisions by 25% (Diablo_68)
* increased probes escape notice and speed (Diablo_68/Jean)
* young and mature races no longer dislike each other
* now race story stuff gets saved correctly into persistent data
* fixed resurrect quest 2 sometimes not showing up correctly (Annex)
* added 29 new race story chunks (more variation of random race descriptions)
* story chunks can now require non-primitive
* added Ultimate Weapons rebels quest so can help unlocking race
* fixed using a hotkey or right click with a weapon like a laser not shooting at usable objects
* fixed Scavenger Penetrate skill not working correctly (Jean)
* now skills like Launcher when on Crew Equipment or Crew will mention what type of damage it enhances (Jean)
* added 7 more planet bonus icons
* sped up spawning crew
* fixed giant pod size on system map
* changed "Tweaked Find Chance" to "Enhancements Find Chance" (Takarias)
* no longer get experience if you get one of your fighters destroyed by a mine (itgtdb)
* fixed skip shields print not having a %
* fixed after deleting a ship the list not correctly selecting the next ship in the list (Jean)
* now mention primitive level when showing race relation numbers
* fixed Interplanetary Locusts size on system map (Bender)
* fixed comet, giant pod, toxic cloud, and anti-neutronium slug sizes on system map
* increased rescue ship sizes on system map
* now use race name less in random race descriptions
* fixed cataclysm races danger level not color coded correctly
* will now cap number of races correctly if MaxAiCovenants is set too high
* changed PROTOCOL_VERSION to 111
