This patch improves the spying system (counterespionage, laying low, jump gate activation stealing, & better sabotage), makes armor plating more viable by increasing its resistance, balances a bunch of things better, and fixes several more minor issues.

* fixed not being able to declare war on Cataclysm races (sgisk/Diablo_68)
* espionage now has a chance of stealing a jump gate activation (Eris Shrugged)
* can now change stance of spies for a race to counterespionage (protects race)
* can now change stance of spies for a race to inactive (hard for spies to be caught) (Bluddy)
* increased armor plating radiation and EM resistance from 35% to 50% (KevinC)
* increased armor plating kinetic and thermal resistance from 0% to 25% (KevinC)
* fixed sabotage not starting the correct quests
* decreased race planet colonization standards so they will still ignore really bad planets but will colonize more

* flipped around civil war rebel quest relation rewards because by the time you solved it the rebels own the planet

* reworked collision damage so that thrust consumable would give you a damage boost

* sabotage can now start 3 new issues - crop failures, fire storms, and toxic chemical spills
* demands no longer help with economic victories
* now if a treaty in a trade fails to go through, entire trade is cancelled (Excellion/Sent Ernit)
* races will now reject all demands if at war with trader
* increased DesiredNumScouts 50%
* increased Freedom/Egalitarian dislike of Slavery races by about 33%
* increased relation penalies for doing system type of quests for enemies by 50% (still much lower than before)
* increased BasePowerRegen from 3.75 to 5.0 (energy regen) (Diablo_68)

* added percents that the different layers of defense (shields, armor plating, structure) help against specific damage types to highlight text
