Balance! This patch better balances a ton of different things like component crew requirements, legend points for a win, race ship defense, and higher difficulties.

0.831 change list:
* increased structure per structural crew points from 4.0 to 5.0
* increased crew requirements on almost all components 20%
* halved WeaponSpeedPerLevel for components and modifiers
* increased LegendPointsNeededForWin from 300.0 to 400.0
* decreased MaxTurnSpeed from 1000.0 to 500.0
* decreased defense, attack, and health of race combat ships in higher difficulty levels
* increased health of monsters and planets in veteran, legendary, and ultimate difficulty levels
* made race combat ships faster
* doubled chance of chip sockets
* ancient monsters now avoid starting level (Darke)
* now missiles have a lower start speed, lower turn speed, acceleration, and a higher max speed (Bluddy)
* fixed adamantium plating and neutronium plating use the same texture as the adamantium and neutronium resources (Smogg)
* added 3 resource icons
* decreased mine component damage by 20%
* decreased overload bonus from 2.0% to 1.5%
* increase Stasis Field reuse time from 0.5 to 1.0
* Statis Field reuse time can no longer be shortened by weapon speed components
* fixed planets not being immune to storms (AlCool)
* now getting to a level 25 ship unlocks all of the difficulties instead of just Expert
* decreased scavenger component ArmorPlatingRepairPerKillPerLevel from 1.0 to 0.8
