The games saves and settings should be found in2 locations :

C:\Users\YourUserName\AppData\Local\GOG.com\Galaxy\Applications\
There are some folders with their name being a bunch of numbers (no idea if those numbers are the same for everyone, so i can't point which one it is exactly for you), some of them contains the actual Dragon Dogma save
(yeah, even if you don't use Galaxy, and only use Offline Installers like i do, there's this Galaxy folder)

C:\Users\YourUserName\AppData\Local\CAPCOM\DRAGONS DOGMA DARK ARISEN\
(this one should contain the game settings only)

for getting rid of the mods you installed, uninstall the game, then delete the remaining " DDDA " directory (that would still contain the mods as they're not automatically uninstalled) that by default is found in
C:\GOG Games\

1. Deleting every file you can find is easy, delete the whole game folder. I assume you did just that and didn't try to "uninstall" mods, it's fruitless - unless we're talking about some single file mod like Pawn Stars.

2. If you are using "tools" (Reshade, ENBs, dinput8), just deleting the game files won't help. You need to purge those tools as well.

3. If the modifications altered your save file, only rdeleting a save file will return the game to a vanilla state. You know where the save folder is located, right?
C:\Users\yourusername\AppData\Local\GOG.com\Galaxy\Applications\somelongnumber\Storage\Shared

4. Avoiding cloud saves is easy, just play without Galaxy. If you cannot live without Galaxy, disable cloud feature first, and then delete DDDA.sav file. There's no way in hell your old save reappears after that, unless there are other means of backing it up working in your system.
