If I purchase Dragon Age Origins Ultimate Edition on GOG, and Dragon Age 2 and Inquisition on Steam or Origin, can the saves from Origins be imported to 2 and Inquisition?

In to DA2 they can, but for Inquisition, you need to use the Dragonage Keep https://dragonagekeep.com/en_US/
as you would regardless of where you bought Origins.

Yes. Inquisition has no saved game import feature.
