I'm currently on my second playthrough and ran into a problem with some of the DLCs not working properly. When I check the Downloadable Content in the main menu, they're all there and activated. However, those DLCs that add new locations to the world map don't seem to load properly - I've finished the first main quest already (so Lothering's gone), but the locations won't show up on the map.
I've copied both the AddIns.xml and Offers.xml from /Documents/Bioware/Dragon Age/Settings of my admin account (because I don't use that one to game), disabled all mods I've installed (Qwinn's fixpack, camp storage and a few cosmetic ones) - no change.
I'm out of ideas and, to be honest, somewhat pissed at the game right now, so if anyone has a suggestion what else I could try before saying "fuck it" and throwing more money at EA (viz: buying the game a second time via Origin), let me hear it. Because I'd really like to meet Shale and avenge Duncan.

Do any of the DLCs work? Did you start with any of the DLC items (e.g., Blood Dragon Plate)? Can you play the standalone add-on campaigns such as Leliana's Song?

Map corruption sounds a lot like either a mod conflict or a corrupt installation. You claimed to have disabled all mods, but did you remember to clear out your override folder as well? Some mods install as overrides, while others are packaged as .dazip files.

If you tried all that, then I suggest backing up your save games, then uninstalling the game and doing a clean reinstall. After copying over the XML files from your administrator account and enabling all of the DLC, try starting a new game with no mods of any kind. If you start with DLC items, try playing until Lothering and see if the problems still occur.

You may also want to mention what OS you are using in case this is yet another instance of Windows 10 having issues.
All the stand-alone DLCs (Leliana, Awakening, Witch Hunt, ...) and stuff that gets put in your inventory when you start a new game work just fine. It only affects those DLCs that check for game progressions, as I have the quest for the messenger from Warden's Keep in my Journal, but he fails to show up in camp, too.

I'm using NMM for non-dazip mods, which removes all their files from the override folder when disabling them, yes. For the dazip-mods, I've only disabled them in-game (you'd think they ignore the corresponding files in the override folder then - maybe they don't).

OS is Win7.
Okay, fresh install works (Shale's quest shows up in the journal right from the start, which it didn't before).
Qwinn's doesn't break it either (not that I expected it to), same for MerAnne's Camp Storage.
I'll keep re-installing my mods one-by-one until I hopefully find the culprit, and update this post.

/e: So far, I'm about halfway through my mod list, but if I see the Dalish intro (fastest one to get through the initial dialogue, I think) one more time tonight, I'm going to scream. Haven't found the bad mod yet, Sulcher's Pass popped up in my quest log every time. (I'm just going to take that as indicator for now, because I'm too lazy to play all the way past Ostagar two dozen times.)

/e2: Okay, I just loaded the last save of my current playthrough for shits'n'giggles. And the missing quests and locations popped right up. Both Alastair and me are butt naked and without any weapons because I haven't installed Grey Wardens of Ferelden again, but hey ...

I've just installed Grey Wardens of Ferelden again and with that I'm through my list. All DLC quests and locations are showing. I have absolutely no clue what broke it before.
I realize this is an old thread, but I am also experiencing this problem. I'm not sure what to do. I have removed all mods and done a clean reinstall. I played on a new save Vanilla all the way to Lothering and Party Camp, and the DLC locations are missing.
I'm on Windows 11.

The DLC items and standalone campaigns load in properly, but DLCs that add new locations to the world map don't seem to load. Everything is installed and enabled. I am also missing the NPC Levi Dryden for Warden's Keep who should be at the party camp. Warden's Keep Return to Ostagar and The Stone Prisoner DLC seem to be the ones affected.

Thank you! This worked. I actually did install an earlier version before the November 13 update because the Addins.xml was empty. I copied that file and then updated it, did not know that the offers file was also missing.
