I turned Vsyinc off; tried all 3 APIS; disabled Vsync in Nvidia Control Panel; tried fullscreen and borderless and yet I'm still locked at 60FPS on a 100Hz monitor; with that refresh verified in Windows and Nvidia Control Panel. How can I uncap the FPS?

Go to display in the options menu. You're going to see something called "max FPS" (it's below Antialiasing). You can choose from 60, 75, 120, 144, 240, and max. Max is the unlimited setting.
