Hello, this extension has been on sale recently on steam but not here... Why?

Because different stores discount different games at different times.
According to ITAD, it was last one sale here at the beginning of October, which is not so terribly long ago. Also, bear in mind there's another major GOG sale coming up in just a week or two, so keep an eye on it. ;)
