I'm level 13 and found a poison cloud book on a guard in Ferrol, the first book I've seen. But it's 13,000 plus gold. I have 8,000 and might be able to get to his level by pulling stuff out of storage that is too expensive to sell to people I've met so far.
But is it worth it? This will clean me out completely, and I don't know how much I might be giving up by emptying out my cash and stash. If books come up more than every 13 levels, maybe I should wait? I'm also wondering what happens if I get a book in the next few levels that I want much more, but I'm too poor to buy it because I bought a spell book I'm not all that keen on.
Any ideas/feedback?

Can't speak for others but I've never bought a book in DD. They are dispersed throughout the game in rooms and on enemies for the finding. Walkthroughs like this usually point out book locations that are known.
If you specifically need/want a spell then it may be worth the price. I have NOT played as a wizard yet so someone that has can offer more useful info. I found the magic spells I acquired with skill points to be sufficient for my warrior/survivor characters.
Skill books have a random chance to spawn inside any bookcase. If you keep re-loading your game BEFORE you even move your mouse over a new bookcase that you come across, you will eventually get a random skill book. If you have already touched it with your mouse cursor and no skill book appeared, you will need to reload your game to have another chance of one spawning, otherwise the bookcase will remain empty or contain standard books.
The stats of equipment drops from elite monsters are random, calculated at the point of their death. So it is best to save your game JUST BEFORE you finish off a tough monster and check out the loot it drops to see if it suits your needs. For example, some of the elite orcs in the Orc Camp east of the Army Barracks drop the best charms in the game. They are accessible quite early and it is a fairly trivial matter of freezing and attacking them with ranged attacks, saving your game just before you kill them, re-load if nothing useful is dropped, and repeat until you get what you want.
Some of the best items in the game are available deceptively early, and they appear in specific locations and have set names attached to them. The reason for them being better than other items is that although the stats are still random, the quality of the stats is higher than usual. At optimal, you'll want to obtain Charm 5 for every piece of your equipment with decent stats that suit the class you're aiming for, although achieving this may require a certain amount of patience. Remember, be careful before you move that mouse cursor over bookcases, equipment in shops, and containers that may hold valuable items as the stats are generated then. Thanks for the bookcase and orcs idea. Too late for the orcs now, but there will be more bookcases.

Interestingly enough,I think I saw one book before 25 and I've seen maybe one per level afterward (level 30 now).
