First I wanted to say I'am playing from my old cds and not gog release. I plan on buying the gog release soon so I can have widescreen support though. If my saves will work on them also I may buy it sooner then later.
My problem is Iam at the point where I got all the other council members and now Iam trying for the dwarf. I went to the dwarven village and talked too Eolus and he told me about the axe theft. I talked to the imprisoned elf and then Gregor and then went too Rimmer to buy the ale but Gregor just has the same dialogue and will not take the ale. Now Ive tried everything I can think of to get him to progress. I emptied my inventory with only the ale. I ran around the village and stole every kind of ale I could to see if he would take any of them. I retraced my steps and talked to everyone again even everyone at the council. I reloaded an older save and it still does the same thing.

What he wants is some of Rimmer's special ale (found at #2).

If it is the Dwarven Ale you buy from Rimmer then that is what I have been trying to give him.

I've not played the CD version since release. I don't recall having this issue with the GOG release.

Here is another walk through account as to how to retrieve the axe. You may be able to get the axe without the mayor's dialog.

Retrieve the Axe of Stone

"Head to the dwarven halls, and go to the far SW part. You'll find an entrance there leading down to the mines. A few evil dwarves to kill down here. In the north part of the mines, you'll find another entrance leading down to a second level. Heavier going here, and as you approach the NE part of this level, you'll run into an evil character named Moriendor. Freeze works best with him. To the west of here is a room with an altar that holds a holy book, and behind that is the Axe of Stone. Take it, but don't leave the mines yet. In the far NE part of this level is a room with a pentagram of candles. On a table there is a manuscript that implicates this Moriendor in a plot to make the elves seem responsible for stealing the Axe of Stone! Return to the king of the dwarves with the Axe and this manuscript (indeed, those are the only two items the guards will let you pass with). You then get Dark Forest Quest 11, to assemble the Dragon Armour. Of course, you can now also return to Eolus to persuade him to join the council... "

Edit: Besides adding high res support the GOG release V1.005A (1.5A) fixed many bugs that were in the old CD V1.0034 (1.34) release. I believe you would have a much better play through with the digital release but . . . to the best of my knowledge . . . the retail CD saves are not compatible with the V1.005A digital release. You are a good ways into the game so . . . I would try the above before buying the digital release as you would have to start over. Please post back your success / failure / how-to with recruiting Eolus as it might be helpful to others playing the V1.0034 CD version . . . =)

You can pick up DD from a sale every now and then for half price sometimes less. I would buy it more for the bug fixes than for the wide screen. The wide screen support is nice but at a horizontal res above . . around 1280 . . the character / text starts getting really small. You may need to play at a res slightly lower than your monitors max res but still at a wide screen nominal res. The bug fixes definitely make the newer version a worthwhile purchase if you like the game . . . =)

Ill try what you said and let you know how it goes. The game is only $6 so I may just buy it soon. I thought the only thing added was widescreen I didnt know it fixed some bugs as well. Also I dont mind playing again cause its a good game.
Just so you know, even if this bug persists, your save game is not broken. There are other options with proceeding with the plot. Minor spoiler:

You only need to get the mayor drunk so that he will reveal a password to get past the sentry in the mines. You don't really need the password, you can still simply fight the sentry (worth some good XP) and proceed with the quest as normal.

Thank you it worked just going around Gregor. Im not sure why it wouldnt let me continue normally. The game did crash at the ritual cutscene but I seen a few post down someone fixed it by switching too software so I got past that also. I bought the gog release last night also. Thanks again, you saved me some time of restarting. I dont mind replaying this game but sucks getting near the end to no be able too finish. :)

Glad it worked for you ! I'm not sure I could start over that close to the ending. . . = )

I don't know what OS you are using but if Vista / Win 7 here are some install tips for the GOG version (any version actually)

Im running Windows 7 32bit but havent really had any trouble except for these last two hitches. Yeah it would have sucked having to start over. I would have just went onto something else. Ill probably play through again though cause I enjoy the game alot. My only gripe is not having a full party. I always enjoyed more of a Baldurs Gate type game then Diablo where you are alone. But the music and gameplay of divine is pretty sweet.
Unless I get around to building a new computer too play Skyrim. I still find myself playing older games the most though, when I have the time that is. But thanks again Stuff. Thank you also bengeddes.
