Sorry I don't have time to point you to the proper post but this has been covered here in this forum and it is possible to get down the stairs. You need your character to be quite a ways below the stairs (not next to them) and then mouse over it, you'll see it turn white and clicking on it will take you into the catacombs.

New one: can't "activate" (left clicking) on anything in warriors guild. So i can't go in the catacombs, pickup stuff, etc...

as well as the random crashes for attacking things, in dark forest i'm having this issue, but i cannot continue because i cant get down stairs :[

Look here for a possible solution.
Most bugs have been documented during the first month or so after the release. If you search the forum . . . you will probably find several references to most bugs present in DD . . . .=)
Edit: This won't let you pickup items at the warriors guild or imp fortress but it will (for most) let you go down stairs at both places and clear the cellars.
