I apologize if this question has been asked {I click search and nothing happens}, or is in a faq I didn't find. My friends are purchasing from a competitor, but I'd like to be able to co-op with them.
Is there anything stopping this from happening on this end? If not, I will then check with the competitor and ask the same question.

Yes, there's crossplay with Steam.

I haven't personally tried it yet but it's in there.

^ This was in the previous game, and worked for me and a friend. I haven't tried it on DOS: 2 yet so cannot say how well it works. You directly connect using the server ID. You might run into issues with patch times between the two services though i.e. resulting in incompatible game versions so you will get a connection failure. A non-ideal solution to this is to disable updates until both services have the latest version available.
